"Excuse me!" is probably the most neutral. Other phrases like it include: "Excuse me! I'm trying to get off here!" -or- "Hey! I need to get off!" -or- "I need to get off here. Excuse me please."

You could. I think it's most often used when people need to actually move to make space.
The most common use is actually when moving some big object - and you need people to get out of the way.
But excuse me is by far the most common.
