The language would imply that there is (assumingly) only one language spoken in Brazil.
A language would imply that there are (assumingly) more than one language spoken in Brazil.
At least that's how I get it.

The word "the" is similar to は in that it refers to a topic that has already been introduced in the conversation. So what is a language... could be answered, "There are many languages spoken in Brazil, including Porteguese and Japanese." For the it depends on context. For example, if I said, "Brazil has the largest Japanese community outside Japan." If you then said, "What's the language they speak in Brazil." I would say "Japanese" because of context. The word "the" indicates there should be one answer, so if asked wihout context we add context. So the question is interpretted as "What is the (primary) language they speak in Brazil?"
