A lot of times, "do they, now" is an expression that can either:
A) Ignore the person's words, advice, etc. This depends on the delivery, meaning it depends on the person saying and their body language, or
B) The speaker is told of something he didn't know of before, and is exclaiming it with a rhetorical question (a question that does not need answered) or seeking more information.

It would mean something like this:
