I'm not too sure but the image looks like a blank "technical drawing" or a "blueprint"

@meerkat123 I think there is a specif name for what concern ' frame' and the box with the name of drawing , etcetera

There probably is a specific technical word for it which I don't know. So I'm guessing:
"Description/Title of drawing" or "Title box of drawing"
