Question about English (UK)

"It so is fair, Mum," said Judy.
Is this sentence's order correct?

I wonder that it is "It is so fair, Mum,"
so, why?

Mrs. Brown snapped the encyclopedia shut.
"Hang on. That's not fair."
"It so is fair, Mum," said Judy. "You literally just brought home a random bear. So embarrassing."
