You use "write down" when you're writing words that have been spoken out loud. Like "write down a message" or "write down some song lyrics".
When you're composing the words for the first time, it's just "write". =)

I can't help you with Jamaica, I'm afraid, but the phrase is "write a paper" - there's no "down". =)
