I ask the same question as I asked yesterday. I thought I got to find out the answer, reading certain person's answers, so I got it featured(you can't watch it afterwards) by mistake. However another question came to me.

Can I paraphrase this roughly as "Matt Chambers can conceal his true nature and make up false appearances of sympathy. When he does that, good citizens don't stand a chance of seeing it through." ?

I just want know the usage of "otherwise".
