If you just say "Dame agua." it can come off as rude. When asking for something there are two different forms you can use the Usted and the Tu form.
Both are polite it just depends on who you are asking.The Usted form is usually used on somone older or someone you are not close to. The Tu form is more casual and can be used when talking to a friend, siblings, sometimes patents, ect.
For the fomal way you can say "Me podria dar un baso de agua por favor?" The casual Tu is "Me puedes dar un baso de agua, por favor?"

it depends on what you asking for. There is a polite and rude way to ask. Is better if you ask what you want to know.

casual: "please, can you give me a glass of water?" = "por favor, ¿me puedes dar un vaso con agua?"
formal: "please, could you give me a glass of water?" = "por favor, ¿podría usted darme un vaso con agua?"
If you say "¡déme / dame un vaso con agua!" ("give me a glass of water!") you're demanding it, that could be rude.
Also, say "vaso con agua", don't say "vaso de agua" because that means that the glass is made of water instead of glass.
