I'm not muslim so I can't help you but something in arabic that you can say is Mabrouk- مبروك which translates to congratulations

there is not such an islamik phrases for that u can say
مبارك الزفاف

.... we usually say بارك الله لكما و بارك عليكما و جمع بينكما في خير
But that's not before marriage we say that at their wedding party or when we know the news of marriage so we say it to congratulate them

I don't think we as Muslims have something special or a set phrase to say to people who are getting married. We just say something like:
مبروك ١
الله يتمم على خير ٢
الله يسعدكم ٣
And these are all in dialect.
