I think you misheard it. it should mean running "kitty" but there is no such thing as kitty around here.

Thanks for your answer. I guess it means some kind of job belonging to a committee. According to the paper, the person 'kitti calanewala' embezzled the money that he collected from the local people for the committee, and fled somewhere. Anyway, thanks so much!

Okay. I think you are referring to a social system where people collect money from a society or locality and use it based on priority or some kind of lottery system. Sometimes the collectors are scammers who run away with money. kitty is not a proper Hindi word though.
