きらい is a "na" adjective, so it can't end a sentence. There aren't any conjugations for 嫌い.
は can be used instead of が it just adds less emphasis, I believe.

To answer that you would have to learn the difference between the two particles which is.. extremely difficult. は emphasizes what comes after it and が emphasizes what comes before it. You'll pick up the differences through context eventually; don't dwell too much on it.

Also, in negative sentences you tend to find は where you would expect a が or を。
For Example:
1) テレビは見ません
2) コーヒーはあまり好きじゃないです
The を and が respectively here would be gramatically correct, but a rule of thumb is that negative sentences tend to contain a は. If you add 私は at the beginning of the sentence though, that need for a は has been filled and so you don't necessarily need another.

2) 大阪には行ったことがありません

In general, は is used to mention about the subject only. が is used to mention about the subject and related things.
パンは嫌いだ says that he don't like a bread essentially.
パンが嫌いだ says that he don't like a bread less than other cuisines.
