The super bowl ads have become an attraction on their own because companies put special money and effort into them. Some people who aren't into the game will watch just to see the new ads. The second part is referring to how the ads companies air during the game are as important to their success as the result of the game to determine the champion.

The way it's used there it's whatever is at risk in a contest of some kind, like your wager in a gamble or the prize in a game.
