は in こんにちは is a particle （＝今日は）, so it is pronounced 'wa' as in 「今日（きょう）は晴れです」.
「こんにちは」is an abbreviated form of something like 「今日（こんにち）は［いかがおすごしですか？]」「今日（こんにち）は［ごきげんいかがですか？]」.
