What does whatever function the category noun serves in Chinese, in English it is generally useless. All it adds to the sentence is weight without substance. mean?

i think it means:
for example, in chinese you would say "你这个坏蛋！” but if you translate this directly into english it would be: You this horrible person!!! "This", or ”这个”, while makes sense in chinese, is useless in english.
I don't really know what category nouns are, but I guess it means this after a bit of googling??

@hui_wen_js: I'm sorry, I didn't give the example: "a serious mistake in the work of planning", here, "work" is a category noun, according to author's opinion, "the work of" should be deleted:"a serious mistake in planning" is more concise. I am wondering how a native speaker would express this? Does it truely more idiomatic? Thank you!
