Sorry but no. You can be jealous of someone when he has something you haven't and you can envy him or not. If you do, that means you want the same thing than him.

@Hisanori_kakimoto being jealous is considered a negative emotion since it comes from your own insecurities or fears. But depending on the situation it does not always have to be negative
