Running is being used as a noun.
I like something, that something is "running" a noun
I think that if it is possible to use the noun form you should use it, but where the verb is called for, you must use the infinitive.
I am not sure there is a rule but if "I say I like skating", that can be a little different than if I say "I like to skate".
The first could mean that I like watching people skate, whilst the second means that I personally like to skate.

Thank you so much. But for example If I say "I like reading" means that I enjoy reading, not enjoy looking at someone else reading. Why I like skating means that I like watching people skating? that is a little bit confused.

True enough.
I like skating could also mean that I like to skate, it is just that skating could be interpreted as the general sport of skating. One needs to interpret the meaning from the context as in many aspects of languages, I don't think English is unique in that regard.
