Both words share the definition, to refuse. Decline, however, can also mean to become smaller or undergo reduction. Reject can also be a noun, literally meaning someone who is rejected.
Examples:
The bear population continued to decline (get smaller)
I rejected the very gracious offer sent by the opposition/I declined the very gracious offer sent by the opposition. (to refuse)
The boy considered himself a reject after he was removed from his art class. (someone who's been rejected)
