Do you mean "She is [taking] forever to answer"? In English this would mean the speaker has asked "She" a question, and "She" has taken an extended or unexpected amount of time to respond, or answer the speaker's question. This is shown by the "forever" which is an exaggeration, or hyperbole, of the amount of time she is taking to respond.

It's "she is taking forever to answer" meaning that the person calling/texting is still waiting for her to pick up the phone/text back.
