Pay off meanst that you need to give back money to some one when you have arrear
I need to pay off my Brother next weekend becouse he need some money. Pay out means that you take money from cash machine.
I pay out 100 $ today morning.

@american22 A pay off is what we Americans call "hush money". The senator gave her a payoff to be quiet about the affair. Pay out refers to legitimately earned money.
The lottery pay out was a million dollars.
