they both mean almost the same thing, only "hand in" is only used if you are handing in a physical copy of something, for example: "The students handed in their tests to the teacher at the end of class", whereas "turn in" can be used if you're turning in a physical copy of something or an online version of something, for example "I turned in my paper to my teacher via email."

If this is in regards to school work. I would say there is no difference.

They are the same.
Example: I am taking a test and the teacher will say turn in your tests.
Anyone can say hand in or turn in but it is more likely that people use turn in in a more professional setting.
