it can be used sarcastically or normally (however usually isn’t used in a casual conversation as it sounds quite formal):
A: I didn’t do my homework!
B: It’s okay, it’s not due until tomorrow
A: What a relief!
A: Ugh I hate Miss Smith! Is she here today? I heard she broke her leg!
B: No... she’s here and walking around fine
A: Yay... what a relief...
