Well 차분해보인다 essentially means "It/You looks/look calm" So maybe in terms of clothing it could be like "Your style today looks/seems relaxed" 사실은 저는 영어 쓸때 이런말을 잘 안써서 아마 이 표현이 좀 애매할 것같아요. For 깔끔해보인다, I would say "You look sharp today" would work best
