The highest "rank" is 1, like 級 or 順位.
The lowest "level" is 1 and it counts up.
"Stage" is a part of a process and also counts up from 1 ("step" has a similar meaning).

If you're referring to video games then stage and level are how far along you are in the game. Rank has to do with your social status. Kind of like how good your are.
