When you dismiss something, you decide it is not important, and so you do nothing about it. But "dismiss" often suggests that you are not being fair, or that you are even being "neglectful" - see below.
When you ignore something, you know it's there but you don't pay attention to it. This is not necessarily bad.
Neglect is like ignore, but worse. When you neglect something, bad things happen. You neglect a child, or an animal, or your work. When you neglect something, you are ignoring a duty, however small.
"Deciding the problem was unimportant, he dismissed it."
"He ignored the problem until it went away."
"He neglected the plant until it died."

Does any word describes ignore in a neutral way? What about overlook?

"Overlook" is quite neutral. It can mean "to not notice something", or it can mean you *do* notice, but take no action.
It's often used in the set phrase "I'll overlook it", which you might use if someone made a mistake, but you aren't going to punish them this time.
