Vulnerable = can be weak but it can also mean a susceptible person, prone to attacks (someone who is likely to be influenced or harmed)
For example:
The troops were in a vulnerable position. (meaning it was easy to jump on them)
He was very vulnerable after his divorce. (it was easy to hurt him emotionally)
Vulnerability is circumstantial. If a tornado is heading for your hometown, you're vulnerable. That doesn't mean you're weak. Weakness implies an inability to cope with anything to which you're vulnerable.
