Merry Christmas on the 25th. People do say it earlier to people you won’t see again till after Christmas. And in general to strangers around Christmas time. December 24th is Christmas Eve.

We only say "Merry Christmas." You can say it at any time of the day, 24th or 25th. Many shop workers will say "Merry Christmas," when you check out during December, especially when it is closer to the 25th.
