明治時代の一時期(1875 〜 1899)、
全国から北海道開拓のための"屯田兵"と呼ばれる開拓師団が本格的に送り込まれた。
それ以前にも、大昔から住んでいる日本人はいたが、現在の北海道弁は、明治時代の屯田兵の出身地で使われていた、各地の方言が混ざった言語であるといえる。
現在は、若い人たちを中心に、北海道弁は使われなくなってきている。（TVなどの影響）

For me as a Kansai-jin lives in Tokyo, I rated the following from 1 (easy to comunicate) to 3(troublesome).
Also, are there any terms common to that area that you wouldn't normally hear elsewhere?

私は現在、東京に住んでいますが、18歳まで北海道に住んでいました。
その経験から言える北海道弁の特徴は、おっとり(calm)とした朴訥(artlessness)な言葉だといえます。
例文
「なまら多いんじゃないかい」 → 「すごく多いんないかな」
「今朝はしばれるなあ」 → 「今朝はとても寒いね」
「そのゴミを投げて」 → 「そのゴミを捨てて」
など。
