Same as with “fire” and “flame”. “Огонь” is used to depict an actual fire, like the one from a campfire. “Пламя” is a broader term. It refers to either a larger, more intensive fire, like the one from a burning building or may be used in allegorical sense - “пламя революции”. Also, the word “языки” can be used only with “пламя”, not with “огонь” - «языки пламени».

На мой взгляд, огонь и пламя - это синонимы. Нюансы в их значении и употреблении лучше посмотреть в толковом словаре (например, Ожёгова).

«пламя» в прямом значении — это видимый эффект горения. Горит ли спичка, костёр, дом или лес, не важно — мы видим пламя. В этом значении вместо «пламя» всегда можно сказать «огонь».
В переносном значении — это нечто, что можно сравнить с пожаром по своей стремительности и эффектности: "пламя революции", "пламенная речь", "пламя заката".
«огонь» во многом то же, что и пламя, но имеет также другие значения, например, стрельба из огнестрельного оружия или артиллерии.
