Often these would have the same meaning, but the main difference is that "first row" has to do with numbers, and "front row" has to do the spacing of the rows. If the seats aren't physically numbered, it would be easy to assume that the first row and the front row are the same. It's possible however that "first row" could mean the first row in the very back of the room. The front row will always be the row closest to the main event/show.

It's really the same, it depends on what you are talking about and where in the world you say it.
