「〜を希望する」は主語の希望を表しますが、「〜といいですね」は話者の希望を表します。
たとえば、「彼は進学を希望する」というと、進学を希望しているのは彼ですが、「彼は進学するといいですね」というと、進学を希望しているのは話者になります。
