"Out there" would be used if you were inside and they were outside

In this case "out there" means generically "elsewhere in the world", i.e. "out there in the world". It's generic, non-specific.
If you removed "out", she would have to be talking about a specific group of girls.
"There are girls who look better than me out there" > "There are girls who look better than me (in general)"
"There are girls who look better than me there" > "There are girls who look better than me (at that location)"
