"Up to" is generally used in the phrase "up to something." For instance: "I don't trust him. He's up to something." it refers to suspicious behavior. In your example, I think you mean that he intends or plans to do something. It's not necessarily suspicious.
"Entails" isn't wrong, it just sounds odd. It's very formal, if that makes sense. But you are using it correctly.

@mvheart Yes, but why not use << be up to>>, as WordReference says ''Be up to'' and '' Have in mnd'' are synonyms.
And second, is ''entail'' wrong in this contest, if yes: why?
