Could someone please explain what the following sentence mean?

"he has encouraged that theme in the disparagement by his supporters of a “deep state” organized to resist the policies of an elected president."

Does it mean:
Trump tried to make people believe that something not visible to the public is going on.
But even his supporters disparaged that idea because their "deep state" of mind was already formulated to resist the policies of a new president
????
