What do you imagine when you read this sentense (it'll be about Swiss army bicycle regiment): "at a professional level, I accept that we have to modernize our army. But sentimentally, I'm sorry, Leuenberger said, watching his recruits SLICE THROUGH TORRENTIAL RAIN UP A DAUNTINGLY STEEP HILL". How do you imagine the recruits were moving? Were they riding their bikes or were they carried them? Or maybe this sentence doen't imply any of that in particular.

I would interpret that as implying they are riding their bicycles up the hill at speed.
You would not slice therough if carying your bike.
