A mooch or a leech, though it's kind of negative. If it's a girl living off her rich husband, he would be the sugar daddy and she would be the gold digger.

I'm not sure there is one word for it. Freeloader (negative insinuation) or house husband (kind of neutral)

But I think "freeloader" usually refers to someone who stays at your house for a long time and eats your food but doesn't pay anything. I don't know if you can say that about a member of your family.

I would also call him a freeloader. Perhaps also a bum.
Unfortunately this sort of man is all too common in the U.S. It's an epidemic—men refusing to grow up and instead staying in a period of “extended adolescence.”
