Something that is hard is always tough, but something that is tough may not always be hard.
In this sense, tough means strong and durable.
"This steak is really tough and hard to chew."
If the steak was hard, you wouldn't be able to chew it at all!
However, tough and hard can both mean "difficult" in the exact same way.
"I'm tired... That final exam was really hard/tough!"
