文がたいてい分かりますが、「あるかと思えば」の部分がわかりません。説明していただけませんか。

「Aかと思えばB」は、Aと同時にすぐBが起こる、或いは、Aであると同時にBである、という落ち着かないニュアンスの表現です。「奇妙な記号ばかりの本があり、何も書いていない本もあった」としても文章全体の意味は変わりません。しかし、「かと思えば」を使った文章のほうが、様々な本が在る雑然とした雰囲気を感じます。
また、直前の「（切手くらいの大きさの本）もあり」と表現が重複するのを避けるために、「（奇妙な記号ばかりの本）があり」とせずに「〜があるかと思えば」という表現を使ったのだと思います。
