「食べられる」には3つの意味があります。

彼は、ライオンに食べられた。(passive 受動)
先生は、昼食を食べられましたか？(respect 尊敬)
納豆は、食べられますか？(possibility 可能)

どの意味になるかは、コンテキストで決まります。
「(ら)れる」が動詞につくと、一般にこのどれかになります。
「自発」と呼ばれる意味になることもありますが、食べられる、の時には用例がなさそうです。
「原因は、これだと思われる」が、自発です。自発は、under no will とでも言うのかな。

I like atzy's られる explanation is very good.
However, I believe that your question is about something that we can/cannot eat.
If so, 食べられる is a correct way of saying YOU CAN EAT IT.  食べれる is grammartically incorrect, many people started using it because it's easy to say it. I will never use it forever because I feel ashamed of using it that way.

As a student who just took a vernacular Japanese class I can answer this. Simple answer, 食べれる is vernacular Japanese, used when speaking. 食べられる is standard Japanese, i.e. The Japanese that is taught in school!

The rule for this is you can take any group II/る verb and drop the ら from the -られる to make it れる。

Example:
寝る ->
寝られる ->
寝れる

「食べれる」と「食べられる」は全く違う意味です。
「食べれる」は、it is possible to eat somethingを意味します。
「食べられる」は、an insect is eaten by a birdを意味します。

John「このキノコは食べられますか？」
自分「え？誰に？鳥に？？何が言いたいの？」

John「このキノコは食べれますか？」
自分「それは毒キノコだから食べれませんよ」

自称知識人は、「食べれる」という用法が誤りだと勝手に決めつけていますが、無視して大丈夫です。

「食べられる」には可能・受け身・尊敬の意味がありますが、
「食べれる」には可能の意味しかありません。

私はニンジンを食べられる。（可能）
　　そのケーキは誰かに食べられた。（受け身）
　　先生がお菓子を食べられた。(尊敬)

「"食べれる"は誤用だ」という意見もありますが、
