@Yeor: Actually there is no difference between the pronunciation. There was, for a few ten years or hundreds years ago.

Sometimes Koreans also misuse ㅔ and ㅐ. Don't worry if you just want to communicate with Koreans. They can understand if you misuse.
About the pronunciations, ㅐ is pronounced with a little more broad mouth, but actually we also cannot distinguish it with just hearing.

It would be great if you master the spelling, but I feel you don't need to because it's useless in verbal communication, and every Korean could be able to understand what you wrote even though there is errors with ㅐ and ㅔ.
There is no rule. That's just a descendent spelling. It's similar with this example : you cannot find out any difference between flour and flower in terms of sound.
