Ex:何があっとの=
Ex:何があっとですか?=incorrect

Because です can't use for verbs grammary.
Sine あった is a verb in past tense you can't say あったです. In order to avoid this constraint, you need to nominalize the verb by adding の particle. The phrase that あったの is considered as a noun in grammar so you can say です right after it, like:
あったのです。
As can be seen from the description so far, this matter doesn't apply only to question sentences.
