文法的には合っていますが、一つの文の中に「として」が繰り返し使われると文脈が理解しづらくなり、表現としては不自然に感じます。
また、警官は容疑者を逮捕することで利益を得る訳ではないので、「権利」という言葉を使うのは不適切です。警官が容疑者を逮捕するために与えられているものは「権限」と呼ぶのが適切でしょう。

つまり「私は警官としてお前を逮捕する」は自然ですが「私は容疑者としてお前を逮捕する」は意味不明です。
