Yes they can. In some cultures within the US, incest (marrying within the bloodline) is preferred in order to keep everything within the family. It's very dangerous, but some people do this. It's not just cousins, it's even siblings, nieces, nephews, etc. it doesn't matter if they're first, second, or third cousins.
There are some people who marry their second or third cousin just because they fall in love. It isn't widely accepted or common, but it happens.
