"Dude" is a slang term in the United States which appeared in the 1800s. It use to be used for young men who were obsessed with keeping up appearances / keeping in the latest fashions. Later, in the early 1900s, the meaning changed / evolved to mean "clueless city folk." There use to be places called "Dude Ranches" where rich office workers would pay to go on vacation and look like cowboys. They would ride horseback and such. In the 1960s or so, "dude" changed again and became a term associated with surfers (most notably in California). It was "beach slang" and was used by young people to mean "laid back guy." In the 1990s, it became a slang / informal term usually used to mean just "man / guy" -- but usually when one has done something annoying, unbelievable, or somewhat stupid. For example: "Dude, you're kidding me right now!" or "Dude, that was awesome!" or "Dude! What's your problem?" It's still used this way today, but not as often as it use to be.

I personally think that you can just omit "who I've wanted to see" because the word "finally" implies that, unless you wanted to play it up and say like "who I've wanted to see my whole life". Also, you wouldn't use dude for someone your romantically interested in (I don't know if that's the case here).

As you've said, "It doesn't mean he looks like his real brother". It also doesn't mean he think that the person is truly (literally) his younger brother, though that's listed as one meaning of マジで。 The word "like" is key, I think. If you had said, "This dude is really my little bro(ther)", then I'd say there was an issue, but by adding in like (まるで), it makes it perfect, IMO. BTW, "bro" tends to have taken on its own meaning beyond "brother", and is often used to mean, "friend", or just "guy" (dude). "What's up, bro?" -- not referring to an actual brother. 個人的に "This dude is really like my little brother" にするけど。
