Following paragraph is from an article written about the Australian national budget.
And my question is; What does "Australia is poised" mean here? The dictionary says that "bring to a close" means "come to the end" but when they get together, I am not sure the meaning of that part. Would you mind rephrasing that part, please?

Australia is poised to bring to a close its longest stretch in the red since at least 1970 when Treasurer Josh Frydenberg hands down his budget to parliament in Canberra Tuesday evening.
