Is “엄청” supposed to be used in a negative way? I see a lot of Koreans using it positively even though I’ve heard it’s used to be negative..

you can use it in any situation.
similarly, '너무' supposed to be used in negative situation only but people use it in any situation nowadays. it has exactly same mean with 엄청.
