Also, although most people would know what you mean,
American is not a race.
As you are talking about race here, it is clearer to say, She is one quarter Japanese and three quarters Caucasian/white. (Or whatever race you mean.) For example, a Japanese-American would be all Japanese (in race) but also all American (in birth and culture and language, etc).

No, we would say "she is half Japanese" but "she is a quarter Japanese."

It is really just a question of proper definition. I have a friend who is half. But he never says I am half-Japanese, half-American, because he is American. (And saying he is half-American would sound funny because American is a nationality, not a race.) He says I am half-white, half-Japanese, when he is defining himself by racial make-up. He says I'm American when he is asked about his nationality. I hope that makes sense, and maybe I'm explaining it a little better... : )
