in the sentence 値段が⾼いレストランはあまり好きじゃない。(Don't like high price restaurants very much), Why does price (値段) come before high (⾼い)? I thought that adjectives always come before the noun?
Also, why do we use が in 値段が⾼い In this sentence, isn't price the topic, and the fact that it is high the main focus, meaning that we would use は? Thanks

値段が高いレストラン and 高い値段のレストラン are meaningly same.
In Japanese, (adj. + n.) can be sometimes changed to (n.+が+adj.).
For example,
赤い屋根の家(red roof house)
=屋根が赤い家(house whose roof is red)

There are a few ways to express this content.
A.値段が高いレストランはあまり好きじゃない。
B.高い値段のレストランはあまり好きじゃない。
Yes, at every case in above, adjective 高い comes before noun. Noun is not only one there.
A.値段が[高いレストラン]
B.[高い値段]のレストラン
Actually, grammatical structures are as below.
A.「値段が高い」レストラン
B.「高い値段」のレストラン
「値段が高い」is adjective phrase that modifies レストラン
「高い値段」is noun phrase and connected by の to レストラン
About your question for use of は or が, there are some reasons which prohibit は.
1. topic for this sentence is not 値段 but レストラン.
2. phrases which modifies a part of sentence will not have topic word in the phrase because it is modifier. Topic for sentence will never be placed in such phrases.
3. Double using は as topic marker will confuse listener/reader to focus intention of speaker/writer. In one sentence, only one topic should be told.
