It still depends on the situations. If you and the person who you are talking to would know who you are talking about, you don't need a subject.
If you are already speaking to someone and you are talking about this person, then you can just say "綺麗です." Because this person knows who you are talking about.

Even when you are alreadly speaking to a woman(I assume you are not speaking to a man), she'll probably be confused if you just say "綺麗です."
〜ちゃんって、綺麗だね。(informal)
〜さんって、お綺麗ですね。(formal)
is more natural.

As for きれいです, I think you have to always add a subject (but not あなた, better to say the other's name) when it refers to a person's beauty because きれいです without a subject usually means that what has just come into your eyes is beautiful (so it doesn't really sound like you are talking about the person's beauty).
If a girl comes out from a fitting room in beautiful clothes and you want to say "So beautiful!" or something like that, you can just say "きれいです" without a subject.
