Here are a couple variations that are more natural:

We are seeing some some network trouble.
We're having some some network trouble.
We are experiencing some network issues.

We've seen roundtrip time increase to 10 ms this afternoon, while before noon it was 3 ms.

Roundtrip time has increased to 10 ms from 3 ms this morning.

Round trip times have increased from 3 ms this morning to 10 ms this afternoon.

Would you please explain the reasons for this behavior?
