It means that despite the warnings about the reef's inability to survive, many visitors are still coming to visit the reefs. This is shown in the amount of people that have paid the entrance fee, which is around or over 2 million people.
So the top two million is just a different way of saying that the amount of people is at or over 2 million.

Is there a little bit more context? It isn't clear what 'those' are and that is what the top two million are from.
